The New Executive Director (ED) for UNMA Mr. Festus Luboyera substantively took over office on 5th November, 2015 after an official handover held at UNMA offices.

In the handover ceremony presided over by the Chairperson of the Board of Directors (BoD), Dr. Robert Rutaagi, the out gone Acting Executive Director and Director of Station Networks and Observations, Mr. Paul Isabirye welcomed the new ED and said that UNMA had been waiting and so has the public for the total transition from Department of Meteorology to UNMA, an issue that is now complete. He thanked the Ministry of Water and Environment (MoWE) that started this journey seven years ago (since 2008) especially the Permanent Secretary, Mr. David Obong, the Under Secretary in the Ministry, Mr. Esimu Charles Okuraja, Mr. Jackson Rwakishaija, Mr. Wambedde John who were on the task team spearheading the formation of the Authority. He also thanked the Board for continued guidance and the entire staff for supporting him and the interim management team to come this far.

The New ED, Mr. Festus Luboyera said that there is need for team work, explaining what UNMA is and does to the public, stay as a family and share with each other as staff. He said in so doing, staff will nurture each other and avoid conflicts. He said that his main task is to guide the staff and the Authority, to do what they are entailed to do, and make UNMA one of the best Authorities in Uganda. He called for values of ethics, respect and integrity and also elimination of huge formalities in order to move fast as a team that is efficient and effective.

The Chairperson to the BoD, thanked the Ministry for both the managerial and political guidance, and said that the BoD had laid a foundation for the staff and UNMA to efficiently manage meteorological services in Uganda. He asked the ED and management to seriously look into mobilization of resources and tackle the challenges accruing from inadequate funding. He also called for vigorous networking to market and sell UNMA, saying that the workers are charged with making it a viable organization. He appealed to stakeholders like the MoWE, Ministry of Finance and others not to let the young organization die but nurture and water it up to a level when it can stand and walk on its own.
